FRIENDSHIP FORCE OF CURITIBA ASSOCIATION (AFFC)
INTERNAL CLUB REGULATION
This Internal Club Regulation intends to enlighten and/or define some articles of the Bylaws of AFFC. In case of doubts arising between the Internal Regulation and the Bylaws, the last one will prevail.
1. THE ATTRIBUTIONS OF THE CLUB OFFICERS
The following Club officers are elected by the membership for AFFC to serve a two-year term, being possible a re-election: President, Vice-president, Secretary and Treasurer.
1.1 The President shall:
a) Represent AFFC, actively or passively in judgment or out of it;
b) Administrate AFFC, leading and supervising its services;
c) Have under his responsibility the administration of the properties of AFFC;
d) Promote ways to collect and improve the revenues, as well as to authorize the expenses;
e) Organize and plan the development of AFFC.
1.2 The Vice-president shall:
a) Perform all duties and responsibilities of the President in his absence;
b) Represent the President, when by him designated, in acts and solemnities;
c) Collaborate with the President in all his duties.
1.3 The Secretary shall:
a) Advise the President in all his attributions;
b) Record the minutes of the meetings;
c) Receive the international e-mails, translate and send them to President, via e-mail;
d) Write and sign correspondences;
e) Respond for all paper work and administrative tasks of AFFC;
f) Send to FFI the intention of the Brazilian clubs regarding outbound exchanges, in accordance to the President instructions;
1.4 The Treasurer shall:
a) Maintain under his guard, the titles, values and books of documents of AFFC;
b) Sign checks and manage bank account reports and relationship, following the President instructions, on behalf of AFFC;
c) Firm bills, balances, economic demonstratives of the Association, as instructed by the President;
d) Plan the budget for the expenses of the AFFC meetings.
2. THE ATTRIBUTIONS OF THE ASSISTANT CLUB OFFICERS
Two members are elected by the membership as Assistant Club Officers for the AFFC, and will serve a two-year term, being admitted the re-election:
These Club Assistant officers shall:
2.1 Replace any other officer, except the President, in the absence of these;
2.2 Advise the Club Officers regarding to routine activities, when requested;
2.3 Advise the Club Officers and the Club Board regarding the elaboration and/or revision of rules for AFFC.
3. THE ATTRIBUTIONS OF THE BOARD OF DIRECTORS
Three effective members and two substitutes will compose the Board of Directors. They will be elected for a two-year term, among the associates during an Ordinary General Assembly. The substitute members will replace any effective in case of vacancy or impediment of these. It is not allowed for them to accumulate positions also as Club Officers.
The Board of Directors shall:
3.1 Monitor the activities of the Club Officers;
3.2 Examine the financial reports, balances, minutes of meetings, accounting reports, vouchers of expenses, formally approving or expressing their written opinion, when necessary;
3.3 Open and close the cashbook with the their initials;
3.4 Advise the President in order to solve arising problems in AFFC;
3.5 Give written opinion relating to extraordinary expenses;
3.6 Analyze and emit a suitable written opinion regarding to the people interested on associating to the Club, checking if they comply with the requirements defined by the Board of Directors and Club Officers.
4. THE ATTRIBUTIONS OF THE CLUB SUPPORT COMMITTEES
Club support committees are linked directly to the Officers, in order to perform the executive tasks of the Club. The Support Committees will be composed by members designated by the Club Officers during a work meeting. These Committees shall:
4.1 Advise the President of AFFC, when requested by him, especially on subjects inherent to inbound and outbound exchange activities;
4.2 Provide suitable places for the meetings or events programmed for an inbound exchange, as defined in a workshop;
4.3 Give advice and collaborate regarding the preparation for work meetings or Assemblies;
4.4 Collaborate in obtaining touristic material from Municipal and State Department, when dealing with inbound or outbound exchanges.
5. THE RIGHTS OF THE PARTNERS
The partners can:
5.1 Use the facilities offered by AFFC;
5.2 Act as Exchange Director for an inbound or outbound exchange;
5.3 Request explanations related to subjects of the administration of AFFC;
5.4 Participate in national or international exchanges;
5.5 Participate in the assemblies, vote and be voted for administrative positions.
6. THE DUTIES OF THE PARTNERS
The partners shall:
6.1 Pay an annuity tax (R$60,00) to AFFC, till the last day of January, that will support the emission of the periodic bulletins, to buy the office material needed to assure the good course of the Association and for other inherent expenses.
Rmk. 1. The voucher of the payment of the annuity will be the receipt signed by the Treasurer.
Rmk. 2. The annuity will also be accepted also in two payments (R$30,00 each), being the first due till the last day of January, and the second till the last day of July.
6.2 Be committed to host at least one Ambassador per year in his house in an inbound exchange. This is a basic condition to participate as Ambassador in an outbound exchange. If, for some reason, it is not possible to host one ambassador in an inbound exchange, he should indicate another partner as his substitute.
6.3 Have in mind that this is a program of fraternal union among people of different races, color, political and religious convictions, habits and peculiarities. These differences should be understood and, mainly, respected.
6.4 Be willing to donate himself to the cause, to overcome impasses, including language difficulties and to be prepared to be tolerant and flexible; being able to understand that friendly spaces will be shared; and eventually will be hosted in humble houses; and never hoping to find a hostelry service.
6.5 Be always ready to present his best smile and show cordiality by a gesture.
6.6 Be aware of the objectives of an exchange. Friendship Force is a non-profit entity, without distinction of political and religious creeds. Race, color or economical position discrimination shall not be accepted. Friendship Force is an organization maintained and operated exclusively to foment the friendship and acquaintanceship among people and nations. For those reasons, the exchange does not have any commercial, lucrative or tourist enterprise connotation.
6.7 Be aware that the Leadership and the Exchange Directors are volunteers, and they will be capable and willing to collaborate in all forms, so that the exchange will happen in the best way possible. However, any Leader or Exchange Director can be called to answer for any eventual fault or problem related to: visas to other countries, tickets, flight schedule, luggage misleading, services provided in airports, by air companies or tourism agents/agencies. Beyond that, they must remember that outbound exchange directors are not responsible for the program and accommodation in the host cities.
The ambassadors should understand that Friendship Force Clubs and their leadership do not constitute a tourist service.
6.8 Be aware that, once volunteering as a candidate in an outbound exchange, the partner should enjoy good physical and psychic health, in order not to cause high risks to an exchange program that, normally, foresees several trips, different stressful conditions, such as climate changes, differences of altitude, food and routine activities.
6.9 Be aware that, once volunteering as a candidate in an outbound exchange, the partner has pay the taxes corresponding to exchange, as per example:
U$150,00 (one hundred and fifty US Dollars) owed to FFI, in order to participate in an (2) two-week exchange;
U$50,00 (fifty US Dollars) for local activities in each city to be visited;
U$25,00 (twenty-five US Dollars) for the club of the city that is organizing the exchange, which it will be set aside for communications and arrangements among the clubs involved, buying presents, souvenirs for the club to be visited, etc.
6.10. Be aware that, once volunteering as a candidate in a national (domestic) outbound exchange, the partner has to pay a rate corresponding to exchange:
R$ 50,00 (fifty Brazilian Real) for each city visited, a sum that will be used for the festive programs during the exchange, generally not including the price for tours.
6.11. Be aware that, once volunteering as a candidate in an outbound exchange, beyond providing funds for the mentioned taxes (see paragraphs 6.9 and 6.10 above), the partner should to entrust to the exchange director:
a) International Exchange:
- Photocopy of the Identity Card and Fiscal Card;
- Photocopy of the valid passport;
- Ambassador Application Record;
- Ambassador Agreement (in English);
- 3 recent 3x4 cm photos
b) National Exchange:
- Ambassador Application Record
- 3 recent 3x4 cm photos
7. LIST OF PARTNERS
The partners' relation is available in the item "Members" of the Portal "Friendship Force Curitiba". This relation will be updated periodically in the meetings of management, whenever it is necessary.
8. REFORM
The present Internal Club Regulation can only be reformulated during an Ordinary or Extraordinary General Assembly of AFFC, with approval of at least 2/3 of the votes of the partners present at the meeting.
